Title of the Project: P2881 Learning Metadata

Description of the Project:
The purpose of this standard is to facilitate search, evaluation, acquisition, use and resourcing of learning content and events. It enables the development of catalogs and inventories while taking into account the diversity of cultural and lingual context in which learning occurs. By specifying a common conceptual data model, semantic interoperability is increased.
While this Standard for Learning Metadata enables key capabilities, it does this through setting up a small core data model with expectations of its use in varied contexts. It is expected that communities of practice will extend this core standard to fulfill specific, community-centric use cases.
This Standard defines both a core data model and a formal mechanism for extension of that core. It is intended to complement other metadata standards and is intentionally designed to work in concert with them. Wherever possible, properties and classes defined in existing 3rd party metadata standards will be reused by this standard rather than creating new properties and classes in the core data model.

Not sure, the standard itself references existing standards and resources for metadata, which is not necessarily classified as open source. There is no specific hardware at all, and the only "software" would be specific data models that are openly referenceable, but no such supporting software itself.
