Instead of approving licenses individually (which surely is a lot of work and may include consultation with specialised lawyers) we may want to approve _sources_ of already approved licenses instead.
As an example: All licenses officially approved by the FSF or the OSI would qualify as free/open license for IEEE. This would include the licenses listed [here](https://spdx.org/licenses/) (when tagged with a `Y`)
You may notice that e.g. older CC licenses or CERN OHL's have not been approved, yet. OSCom has currently approved three licenses for use by IEEE SA OPEN projects: the Apache v2.0 license, the BSD-3 Clause license, and the CERN Open Hardware License (OHL) v1.2. (Note: The CERN OHL license is _not_ approved for use in open source incorporated into standards.)
CERN released version 2.0 of their OHL in March of 2020. OHL 2.0 consists of three licenses: a strongly-reciprocal, a weakly-reciprocal, and a permissive version. In January of 2021, the Open Source Initiative recognized all three of these licenses as Certified Licenses in the Special Purposes category. IEEE SA has forwarded this suite of three licenses for review by OSCOM. [This brief slidedeck](https://opensource.ieee.org/oscom/meetings/-/blob/master/Supporting%20Documentation/CERN_OHL_Update_OSCom_20210303.pdf) explains the Standards Association's approval process for new licenses and license updates.
