Sending a Credential to Mobile Wallet process is getting stuck when sending a Collection

I believe this has happened before and was fixed though I couldn't find the ticket. I am testing some scenarios on QA before working through them with ND and am having trouble with sending a Collection credential to a mobile wallet. I get the popup with 'Generating Request, then Initiated, then it keeps spinning at the Ready to Send step. The collection has one transcript and one badge, though tested with the collection having a single CLR, or a single badge, and same issue. I am able to send a CLR by itself with no issues.
