As users and contributors of the [IEEE SA OPEN](opensource.ieee.org) project hosting platform - or as potential users and contributors - you have a vested interest in the features, operations, and changes on the platform and how they may affect you. This especially includes policies and procedures, guidance, and rules. Perhaps you have been bitten by some of the pains of working without project governance, or the pains of creating one from scratch.  Now is your chance to make a difference!

You are invited to join our active workstream in creating and implementing common Open Source project governance materials for yourself and the rest of the platform. Properly defined governance procedures are [required](https://opensource.ieee.org/community/manual#21-governance-principles) for an Open Source project on the platform, and it’s long been a plan to support projects with materials to help the governance process:

Many instances of policies and procedures exist in the wild, and we do not intend to reinvent the wheel, but you have an opportunity to join in creating a set of comprehensive materials that cover the many types of projects supported by IEEE SA OPEN, that benefit from the IEEE SA’s experience in governing open consensus processes, that will help you in your work, and will also inform the anticipated development of the first formal standard for open source governance. You can get involved in this governance workstream by joining the Open Community Development Models subgroup of the SA OPEN Community Advisory Group. Read on for more information on how we are organizing, and for an overview of the scope and what is actively being worked on.

The groups initiating this new workstream are two different facets of the IEEE SA Board of Governors [Open Source Committee (OSCOM)](https://opensource.ieee.org/oscom/about/-/blob/main/README.md). In recent months, the OSCOM formed an ad hoc committee to produce these governance samples or templates. At the same time, there has been a similar charter underway since July 2021 in another aspect of the IEEE SA OPEN platform, the Community Advisory Group (CAG), [Open Community Development Models](https://opensource.ieee.org/community-advisory-group/open-comm-dev-models/about/-/blob/main/README.md) subgroup. The CAG is one of three advisory groups for the IEEE SA OPEN platform itself, along with the Marketing and Technical Advisory Groups. All three support the operational IEEE SA OPEN platform with expertise, guidance, and getting things done with an eye on the needs of platform users, both obvious and esoteric.

These two groups have decided to join efforts and build a working communication exchange between them where one didn’t exist. We decided to make the communication exchange a live creation as part of activating this workstream with other people with a stake in the success of IEEE SA OPEN. This announcement is the first step in our new communication.

The scope of this governance workstream is to develop model governance templates that can be useful to all groups with minimal customization. Multiple model templates may be developed to address the unique needs of small groups, large groups or other group variations based on the most common group needs.  These templates will help to make decision making, organizational structure, and other characteristics of the SA Open groups easier to navigate and operate within.

The efforts underway in the workstream include recognizing different operation models, goals, and purposes, and finding common characteristics in order to minimize overlap and duplication.
